The QEPP Evaluation Model of Tourism Resources——A Case Study of Tourism Resources in Beijing

The scientificity of tourism resources evaluation is not only the basis for making tourism development planning, but also the prior condition for implementing the scientific management policy and defining reasonable ticket price. Currently, although the national standards for the classification, investigation, and evaluation of tourism resources are established, many related issues do not meet the real demands during the implementing process. In order to establish a scientific and reasonable evaluation system for tourism resources, the evaluation standard and principle have to be studied first. Based on the evaluation standard and principle, the evaluation mode and essential evaluation index have to be selected to constitute the evaluation index system. Scholars have discussed and worked out many kinds of evaluation index systems for tourism resources evaluation in recent years. However, most of them could not be adaptive to the real application situation, because of their complexity or simplification. Studying and practicing for many years, the author works out a comprehensive mode, named QEPP mode, for tourism resource evaluation, where Q represents Quality, E represents Environment, first P represents Position, and last P represents Public Praise. Obviously, by applying the AHP, Delphi, and other multi-index analysis methods simultaneity, the new QEPP mode takes many integrated index into account, such as resources situation, classes, scale, and grade, as well as the resources location (niche), time, environment, and transportation. Taking Beijing as an example, 41 most famous tourism spots are selected for tourism resources evaluation. By applying the new QEPP mode, the integrated resources evaluation results were calculated for each of the 41 tourism spots. After the correlation analysis between the evaluation results and the visitors number of the year 2004, we discover that the two items have very strong correlation, which means that the new QEPP mode has reality reference value to some extent. Consequently, the new scientific and reasonable ticket price system which is related to the resources evaluation results has to be established in order to be managed and supervised by the public.
