R&D Efficiency of Public Research:a Comparison of Independent R&D Institution and University in China

摘要：

This paper attempt to examine the efficiency of national R&D activities of Public R&D institution in this paper. Using the statistics data,we examine the R&D output of university and IRDI respectively.The result show,as the primary descriptive statistics indicate,If measured by invention patent assigned,University has a little more efficiency than IRDI.
