Study on the Dynamic Expert Evaluation on Technological Innovation
In the course of technological innovation, there are often several experts to participate the evaluation. Due to the influence of disciplinary factors, such as, knowledge structure, judging capabilities and individual preferences of experts in addition to the ambiguity and uncertainty of participant objects, the evaluation experts are likely to give different forms of preference information, and make different evaluations on the same issue. Therefore, this article will, from the perspective of valuator and based on the analysis of quantitative evaluation method of experts evaluation level and abnormality, construct the dynamic time-varying evaluation on enterprise technological innovation. The research shows that the resulted approach could overcome the negative influence of subjective weight towards evaluation result in the existing method;and it can be applied to evaluate the enterprise technological innovation more scientifically and objectively. In this way, the expert evaluation can be expected to provide the scientific basis and decision-making reference to the related government department to achieve technological innovation accurately and timely.
