Research on A Regional Inter-City Rail Transit Construction Dynamic Management Model Based on Item Division Theory
Based on Item Division Theory, this paper defines the juristic act of real right of inter-city rail transit project and the claiming behavior of operation. Proceed from the perspective of management rationality and the feasibility of operating systems, we have carried out management engineering systematic study mainly on the followings: 1.how to mobilize social resources and their rational allocation, namely the relationship between input and recovered of government fiscal funds and social funds (including individuals, corporations and credit funds and so on);2.the arrangements and choices of private capital investment and the withdrawal path;3.the definition of management level and scope of urban rail construction and management company;4.the scheduling, adjustment and settlement of investment/financing and recovery;5.the macromanagement of investment/finance and recovery;6. the construction, operation and management of data processing center.
