Social Impact Assessment of Current Housing Policies -Based on Stakeholders Analysis
Traditional enterprise theory states that the enterprise goal is to maximize profits, while the shareholder theory suggests that enterprise’s aim is to provide wealth for stakeholder and society effectively (Wang Huangming, 2007). A housing policy would have comprehensive social impacts, and this would have direct or indirect effect on the interests and actions of all stakeholders. Thus, actions of stakeholders would ultimately affect the efficiency of a housing policy. From a viewpoint of stakeholders’ analysis, an analysis framework was developed to evaluate the social impacts of current housing policies. The results shows that there is no effective interest balance mechanic in current housing policies thus leading to asymmetric interest pattern, and alienation of stakeholders’ action prohibit the effects of housing policies. So, the social impacts of a housing policy should be evaluated completely from a viewpoint of stakeholder analysis;public involvement should be encouraged;mitigation of social impact should be made to balance benefits of stakeholders;and play a role of housing policies.
