A Study on Risk Management of Construction Standards under the Background of GPA

Chinese government has started the application and related negotiation on joining GPA (Government Procurement Agreement).Hence the construction standards in China will be faced with multi-factor, multi-level and nonlinear risks in the enactment, enforcement and supervision after Chinas entry into GPA. As effective risk managements of construction standards is important for the realization of the objectives of government procurement, it is of great significance in both theory and practice to explore the risk management methods of construction standards in order to meet the GPA’ requirements. For the complicated functioning mechanism and grey, fuzzy characteristics of the risks, a thought and related method of risk management of construction standards are proposed in this paper based on grey theory. Firstly, under GPA situation the risks facing construction standards in life-span were distinguished with the flow chart method. Then the hierarchy structures of multi-layer risk factors, composed of objective layer, criterion layer and sub-criterion layer, were set up. With interview with specialists and questionnaires, the risk factors of construction standards were evaluated and standard categories of risk grades were set up. The weights of different risk factors were determined by using the subjective weighing method. Definite weighted functions of risk factors in different grey categories are established based on grey theory, and a multi-layer grey evaluation model of risks of construction standards were proposed finally. According to the calculation results from the model, management strategies of risks of construction standards under GPA situation were put forward.
