Quality Comparison of Traditional DBB and BOT Construction Projects
Governments of many countries have encouraged the BOT mechanism for infrastructure in recent years. Many studies investigate the upstream issues of BOT projects such as concessionaire selection criteria, financial requirements, and risk factors. But it is not clear in execution whether BOT projects develop better construction quality than traditional designbid-build (DBB) ones. This research explored the influence and difference on construction quality by the two project delivery methods. It used case study to analyze and compare ten subway construction projects in Taiwan(China), in which five executed in DBB and five in BOT methods. Thirty interviews were conducted with the project participants, and interview questions were designed to inquire the construction quality results and quality processes of the degree of supervision and organization procedure by the two methods. The study results show that construction quality has no apparent difference by the two methods. But the quality processes such as the degree of quality supervision and organization procedure are different In traditional DBB method, the project is more cautiously and rigorously supervised by the government officials feeling with greater responsibility. In the BOT project, procurement is more flexible in which the concessionaire can use its connections, innovation, and efficiency. Although the contactor experience and ability are the most influential factor for construction quality, the adequate degrees of supervision should be planned and organization procedure simplified when executing BOT projects since they also have influence on construction quality.
