System Reliability Versus Free Electricity Market
Romanian electricity market is one of the most developed markets in Europe. Started in July 2005, based on Romanian Commercial Code – elaborated , with consultancy of KEMA-the Romanian electricity market has developed 3 markets for electricity ( Bilateral Contracts Market Day Ahead Market and Balancing Market), one market for reserve (Ancillary Services Market), one market for cross border capacity ( Capacity Allocation Market) and Green certificates Market for green energy stimulation. In addition to all the tasks concerning reliable operation of the power system, the Romanian Transmission System Operator has become responsible for Balancing Market, Ancillary Services Market, Capacity Allocation Market by operating balancing mechanism, such as scheduling, balancing, congestion management, provision of ancillary services all based on commercial criteria. In its responsibilities it is included also the task of Market Monitoring, in cooperation with Romanian Regulatory Authority (ANRE). For this purpose within the TSO it was implemented a Market Monitoring Unit. We are preoccupied for increasing the market transparency in order to sustain competition and the participants to establish their market strategy and behaviour on the market. The data are published both on public and limited access web site. Also we developed the market Monitoring process by creating own MMU (Market Monitoring Unit). The paper presents the Romanian experience for maintaining the reliability of the system, at the normal level, in conditions of electricity market operation (consumption covering process using bilateral market, day ahead market and balancing market, short term system planning and congestion management).
