Structural Analysis of Health Human Resources in the Suburbs of Wuhan City
Objective: to provide the basis of scientific decision-making for health administrative departments and institutions via structural analysis of health human resources (HHR) in suburban regions of Wuhan city. Method: We utilized relevant HHR data of Wuhan citys suburban regions from national health resource investigation conducted by Ministry of Health, P.R.C in 2003, and created Spss database with all qualified data. Then, typical data reflecting HHR quality and data from other domestic regions were standardized and compared with R×C diagram x 2 test. Result: I. By the end of 2002, there are 132 health institutions of different categories in the suburbs of Wuhan city, as well as 13 018 health personnel, which meet the requirements of the investigation. Among them, 11 298 are health technical personnel, accounting for 86.79% of the total health personnel, 1 158 are other technical personnel, which is 8.90% of the total, and 562 are administrative personnel, 4.32% of the total. 2. Compared with national average level, the HHR structure of Wuhan citys suburban regions is not reasonable. 3. Compared with other domestic regions, the constituent ratio of graduates, undergraduates and those with senior professional title in the suburbs concerned is the lowest (p<0.01). 4. The number of health personnel of different districts in the suburbs is positively correlated with the area size, the household number at the end of the year and the population of each district (p<0.01). But there is no positive correlation between the density of population and the number of health personnel (p= 0.43). Conclusion: 1. The general proportion of gender and age of HHR in the suburbs of Wuhan city is reasonable, which accords with characteristics of the profession. 2. The educational background and professional title of health technical personnel concerned is at the lower end, which will affect the accessibility of health service to the people of suburban regions of Wuhan city and its quality. So, relevant policies should be stipulated and certain measures should be taken to attract, cultivate and reserve qualified medical personnel with bachelors degree or above. Besides, the system of personnel management should be reformed, innovated, improved, and the training of health technical personnel from health institutions at all levels, especially of those from health stations of grass roots, should be enhanced and institutionalized.
