SWOT Analysis and Strategic Consideration of Chinas Rural Human Resource Development
Low quality of rural human resource as a whole is the key restriction on the solution of problems of agriculture, rural area and farmers. It is of great significance to develop rural human resource of China which is the largest, richest and most valuable throughout the world. In this paper, SWTO is used for the first time to analyze rural human resource development in China, to target rural human resource development and put forward the strategic measures of accelerating rural human resource development in China on the basis of comprehensive inspection of strengths, weaknesses, opportunities and threats for China rural human resource development: to enhance propaganda and education on the awareness of rural human resource development, to perfect all-round education system of human resource development, to invigorate shortterm practical technical training in rural area, and to improve service system of surplus labor transfer as well as to strictly carry out rural family planning policy.
