New Concept of Human Capital Characteristics on Elderly Person——Case Review from Shandong Province

This paper takes Shandong province for example, using methods of combine qualitative analysis with quantitative analysis, and combine empirical analysis with normative analysis. Point out the elderly human capital in China compare to the active labor force human capital with many bright characteristics, such as less education capital and health capital, abundant experience and relational capital, low-priced, instantly available but not enough initiative, short period of limitation and declining. Through Cross-examine of the value of development the elderly human capital which in terms of the point of view of personal pursue and social development, considers the elderly capital can develop, should also be developed, but must adhere to volunteer, stress less, moderation, multi-ordered, norm and manner etc development concepts. Develop large number of human capital of the elderly, whether for own active aging of older people or reduce the social burden, promote social development are an extremely important practical significance.
