Research on Development and Protection of HR under the Resources Constraints in the Old Industrial Base in Northeast China
The rich resources in Northeast China, the industry of advantages had played an irreplaceable role in Chinas economic development. However, because of the conservative concept, the lagged system reform and slow technical transformation, resources did not play a full role,in the process of economic development in the region. The most outstanding manifestation is that the level of human resources did not correspond to the level of economic development i.e. the higher human capital did not bring about rapid economic growth. In this paper, a comprehensive analysis is made on the current status of human resources in Northeast old industrial base, problems in human resources management and use is pointed out, and a specific solution is proposed with a view to provide intellectual support and talent assurance for revitalization and sustainable development of the old industrial base.
