Library Management Based on Human Capital

摘要：

The paper states briefly two different groups of concept: human capital and human resources, human resource management and peoplesoft enterprise, and at the same time puts forward implementation strategies of peoplesoft enterprise to establish incentive and restraint mechanisms of the library peoplesoft enterprise.
