Research on the Human Resources Development System in Public Sectors from the Perspective of System Theory
In China, in recent years, great progress has been made in human resources development in public sectors. The Law of Civil servants took effect on January 1, 2006, marking a new historical period in this field. This paper applies System Theory to the research on human resources development in public sectors and regards this development as a system. Then, it studies the meaning, property, elements, structure, and operation of the system. The human resources development in public sectors is a complex systematic project involving such elements as external environment, purpose, command system, information processing and information feedback. The nature of this system is mainly presented in the following aspects: equality, stability and openness. The operation of the system is made up of such links as demand analysis, scheme design, supervision over the development, and evaluation on the development. At last, this paper states that it is of great significance to improve public management level and building a harmonious society in china.
