「A comparison study of the Green roof Policy in Japan and Germany」——A case-study of the Rooftop planting policy in Tokyo and Berlin——

In 2007 the Japanese Ministry of the Environmental announced a five years plan which involves measurements against the heart island phenomenon for six Japanese cities;Tokyo, Osaka, Yokohama, Nagoya, Kitakyushu and Fukuoka. The main measures are energy saving through tree planting and creating wind tunnels by the use of the sea breeze. Specifically, the Tokyo Metropolitan Area incorporates the rooftop greening and facade planting policy into their official plans, policies and operating procedures. In 2001, the Tokyo Metropolitan Government decided that building rooftop planting become an obligation for new building structure, and this also includes a penal regulation for violators. From such a background, over the past 35years, research and experimentation has taken place primarily in Germany. The German rooftop planting construction trend began in the 1960s, where sophisticated waterproof membranes have been perfected, construction standard s have been developed, and the environmental, economic and social benefits of rooftops planting continue to be studied. In this research, we aim at performing a comparison evaluation between the BAF (Biotope Area Factor) in Berlin and the Japanese rooftop planting policy in Tokyo.
