Assessment of disaster prevention based on basic investigation database of urban planning in Kitakyushu

In recent years, all kinds of disasters have frequently happened due to earth greenhouse effect. The issue of disaster prevention and control is currently attracting increasing attention, reflected in the rising number of publications now available on this subject. This paper takes Kitakyushu city in Japan as case study to carry out an evaluation for urban refuge system. Firstly, geographical information system technology (GIS) is used to establish databases of refuge area, refuge road and refuge people. Subsequently, this paper emphatically investigates urban population, building and road of the refuge area in Kitakyushu. Finally, the buffer analysis of G1S technology is used to evaluate the present condition of existing refuge system based on results of the urban planning analysis, and then establishment of new refuge area is discussed according to the evaluation results. This research integrates GIS technology to set up disaster prevention planning based on disaster prevention information and urban planning investigation. The proposed assessment technique can provide safe disaster prevention information and reassuring service for the resident in Kitakyushu.
