CASE STUDIES FOR THE RATIFICATION OF STOCKHOLM CONVENTION ON PERSISTENT ORGANIC POLLUTANTS WITH SPECIFIC EXEMPTION IN SOUTH KOREA
A case study was conducted to estimate the production and distribution of the 12 POP-related chemical substances in South Korea for the ratification of Stockholm convention with country-specific exemption chiefly through fact-finding survey. Additionally, certain substitution materials were examined for the complete extermination of the POP-related chemical substances. After the adoption of a global binding agreement on the production and distribution of the 12 most offensive chemical substances, not a few countries ratified the convention with their country- specific exemption. There were few countries registering country-specific exemption in North America and Europe, but not a few counties in Asia and Africa. Especially, DDT and PCBs were the two chemical substances registered as country-specific exemption. DDT could continue its application for the limited purpose but PCBs should be completely exterminated in its production and distribution. Considering all the results obtained from documentary examination and fact-finding survey for the 12 most offensive chemical substances in Stockholm convention, South Korea found the potential problem for the ratification of the convention with 5 chemical substances. However, subsequent investigation showed their existence in environment with considerably low level or no detection. Those results might show the possibility to South Korea for the ratification with on country-specific exemption.
