Patent Strategy and Capabilities of Independent Innovation：An Empirical Study on Model Patent-oriented Enterprises in Zhejiang Province

摘要：

The survey on the patent behaviors of the model patent-oriented enterprises in Zhejiang Province indicated that the capabilities of China’s manufacturing enterprises in applying patent strategies were incompatible with the industrial development.The level of patent management in the enterprises was still on the Primary phase,because there were still problems such as inadequate amount,low quality，the lagging of patent planning，weak management of intellectual property rights(IPRs)，and low level of application of patent licensing. The government departments，basing themselves on providing service for enterprises,should optimize the institutional environment unceasingly.On the other hand，the industry circle should regard patent strategy as an essential approach to improve the core competitiveness,master the skills of patent management and shape“the advantages of latedevelopment.
