Study on the Formation and the Embeddedness of Government-dominated Clusters：Based on the Site-selection Model
In China,it is the common practice that the local government dominates the development of industrlal clusters. Thinking about this situation in depth,this paper introduces the behaviours of local government as a special parameter,and sets up the company site-selection model based on the efrect on the local government.Further,the paper analyzes the formative mechanism and the embeddedness of the governmentdominated clusters.The paper finds that the behaviours of local government can directly affect the site-selection behaviours of the companies, and can Iead to the agglomeration of companies， although that in certain places they may lack initial advantages.The paper also discusses the problem of the industrial clusters’embeddedness, and finds that government-dominated clusters are short of embeddedness and decline rapidly when conditions change. Furthermore，the paper points out that embeddedness of the industrial clusters are relative and vary from time to time.
