Combined with KBI Based on Intellectual Property Rights
This paper is to carry out scientitic appraisal and effective stimulation combining key behaviour index and key performance index based on the creation of intellectual property rights.on the base of characteristics of technical professionals and their work.The paper provides features of technical professionals and their work including high autonomy，strong mobility，great work pressure,hard to monitor and control working process，difficult to measure work performance，then provides plight of performance appraisal of technical professionals and gives suggestion，which is key performance index combined with key behaviour index based on inteilectual property rights.At last,the paper provides methods such as， parameter selection and model establishment including combination of key performance index and key behaviour index based on intellectual property rights，model combing key performance index with key behaviour index and its formula design.The value of this paper is that it contributes to effective performance appraisaI of technical professionals.so does carry out national strategy of intellectual property rights and enhance independent innovation capabilities of our own enterprises.
