Analysis of Hunan Power Grid Ice Disaster Accident in 2008

In this paper, the processes of the ice disaster occurred in the Hunan power grid in 2008 are introduced in detail. The ice storm can be split into five phases, i.e. primary phase, developing phase, durative phase, climactic phase and falling down phase. The losses of transforming and transmission equipment are statistically analyzed. It reveals that the reason of line tower collapsing is due to the high average ice thickness, which is more than the designed value of conventional power lines. Moreover, the main cause of electric equipment flashover is that the dry arcing distance is low. Finally, some suggestions, e.g. optimal design of power grid structures, establishment of strategic safeguard channels, enhancement to prevent from ice flashover, are presented in this paper to enhance the ant-disaster ability for power grids.
