Testing the Dynamic Response of Phasor Measurement Units

The term Wide Area Protection suggests that information delivered by PMUs may be used in fast acting functions as in protection applications. For such applications, the dynamic behavior of the PMUs has to be assessed. The issue is somehow similar to selecting CTs for a differential protection, which also must match up to a certain degree. The paper lays out how a stimulus is simultaneously applied to multiple synchronized PMUs and how the phasor data are collected for further analysis. The test cases are based on the indicated dynamic tests in IEEE C37.118, extended with other test cases. The analysis and comparisons of the results show that the dynamic response of PMUs can be measured relatively easy and that differences can be observed. In case a system integrator is in the need to make such an assessment, the required tools are available.
