A Study of System Frequency Control of Island Power Network using Disturbance Observer with Adaptive Behavior Controller
A small-scale independent system like the solitary island with large penetration of photovoltaic generation is assumed. Our main purpose is to control the system frequency using the rechargeable battery that has faster load following speed than the generator. In addition to the proportionalderivative controller, the disturbance observer is introduced to the rechargeable battery controller. Since the output change of the photovoltaic generation was recognized as disturbance and reflected in the output change of the rechargeable battery by the disturbance observer, the frequency change is suppressed more effectively. However, the system characteristics being changed from time to time, it is difficult to realize an accurate control if the nominal value of the observer is unchanged. Therefore, the frequency control method with an adaptive behavior control that changes a nominal value based on the estimation of the system state is proposed.
