Progressive tariff with Critical Peak Pricing for welfare
It is new tariff which is combination of progressive pricing and Critical Peak Signal of Critical Peak Pricing. CPP is effective to protect peak load by charging expensive price for usage at critical peak time. In this paper, it’s 6minutes for critical peak time. The problem of CPP tariff is welfare and consumer is not willing to reduce load for non-peak time. That makes consumer excessive use of power resource. The suggested tariff in this paper solves these problems by using progressive pricing as base rate with Critical Peak signal. Base rate of this tariff in this paper is progressive tariff and critical peak rate is applied at critical peak time for each consumer group by using critical peak signal. Critical Peak Pricing is most effective way to prevent critical peak. However it is not good for welfare. Lower-class, who is not able to support large amount of power, could not get recompense for using small amount of power. This paper compensates this fault by applying progressive pricing that is good for welfare.
