Emergency Preparedness and Crisis Management in CLP Power – A Joint Drill for an Eventful 2008

Effective response to emergency incidents in power utility requires prudent, timely coordinated, and integrated actions on the part of the emergency response organization to prevent or minimize damage to the power system apart from lessening negative publicity to the company. Members of the CLP Power’s emergency response committee have dedicated responsibilities and must be properly trained to ensure they could face the challenges under emergency. Scheduled regular drills on different aspects like typhoon and supply restoration drill would be planned to test the emergency preparedness of the Emergency Control Team (ECT), Emergency Management Team (EMT) and Crises Management Team (CMT) in CLP Power. In 2008, a prominent international event – the Olympic and Paralympic Equestrian Events - took place in HKSAR. Hence, there was a need to get better preparation for possible emergency incidents in the eventful year. A specific joint drill named “Murphy 08 was conducted in June 2008 in CLP Power to test the integrated operation, communication effectiveness and response readiness of the three-tier emergency organizational structure. This paper describes how the drill was designed, organised and implemented, to test the response of the ECT/EMT/CMT of CLP Power in facing a series of emergency scenarios happening within a short duration. The experiences on the process of developing the scenario, the problems faced and the learning resulted from the drill would also be shared in the paper.
