A Study on the Train Control System Risk Assessment Apply BP-risk
The railway system has been developed dramatically these days with the benefits of computer systems, controlling systems and electronic technologies. As the high speed train and various advanced systems have become available, the significance of safety also has grown. In order to reduce risks and to secure the safety of railway systems, Europe has made efforts to build the related standards and schemes for a long time. Although several methods and concepts to assess risks and safety have been introduced, their accuracy of quantitative measurement still has room for error. The main reason is that some pre-conditions are in need to analyze risks of railway system and to optimize its process, and the assessment should satisfy these pre-conditions. Therefore, in addition to the existing qualitative risk assessment, this paper addresses BP-risk which is applicable for various hazardous circumstances by using multiple parameters. Furthermore, the simulating results of the assessment over train control system are also stated. BP-risk is a semi-quantitative risk assessment, approved by German National Railway Authority (EBA). It helps to reduce costs for risk assessment, and is beneficial to consider not only systems or individual equipment but also man-machine interface through the evaluation process. The train control mock-up system consists of 3 subsystems, i.e. an onboard simulator, ATS, CRD(which functions route setting and occupation control system). The THS(Tolerable Hazard Rate) of these 3 subsystems in risk assessment are 10-9/h, 10-7/h, 10-8/h, which are same as level4, level2, level3 about SIL(Safety Integrity Level). This result is equivalent to the SIL applied to European train control system, and also shows the relevance of BP-risk.
