Industrial cluster is an effective organization in enhancing the overall competitiveness of an industry. Enterpri ses in a Cluster can not only enhance their own strength but also improve the competition of the industry by means of effective specialization and coopera tion. Mechanisms of cooperating innovation in a cluster can effectively lower transaction costs and production costs,promote the technology development and innovation,increase enterprises’benefits and better the innovation environment of the cluster.
