The Situation and Problems of Chinese International Self-innovative Policies: An Investigation of Henan Province

摘要：

Capability for independent innovation is the core of a country’s competence,and also the decisive factor in the development of national science and technology. In order to promote independent innovation capacity-building, China establishes a series of preferential policies. The quality of the preferential policies and the situation of the policy implementation,will affect China’s independ ent innovation capacity-building An investigation was carried out in 180 key enterprises which have a provin cial-level technology center of Henan Province. The re suits show that the situation of the policyimplementation is bad. On the basis of the analysis on the current situation,this paper puts forward countermeasures and suggestions for implementing the independent innovation policies further.
