The Environmental Regulation Policy Framework of Improving International Competitiveness: Perspective of New Environment-competitivness Matrix
Environmental regulation is an important factor of inter national competitiveness. This paper builds a new envi ronment-competitivness matrix(NECM),which contains the impact of green trade barrier,based on the environ mental regulation mechanism and green trade barrier lay er structure. The NECM is a three-dimensional model cost,differentiation and green trade barrier. There are obvious different international competitiveness when en terprises are in the different quadrants. It proves that en vironmental regulation plays the key role in international competitiveness. Thus the paper explores environmental regulation policy framework of improving international competitiveness in China deeply. The framework in cludes five elements,including environmental property rights,market-based incentive environmental regulation polices,environmental legal system,environmental labe ling system,green trade barrier early-warning and rapid responsing mechanism.
