The Route Choice of the Fiscal and Financial Policy of He’nan Circular Economy Development

摘要：

As an important way of sustainable development,circular economy is practically significant for the Central Plains region,which is relatively backward in economy and fragile in ecological environment. This paper analyzes the necessity of circular economy development in Henan Province and the financial and monetary policy factors’ constraints of developing circular economy,putting for ward the following fiscal and financial policy of Henan circular economy development: increasing the circular e conomy budget and making good use of the financial subsidies,guiding commercial banks to support the cir cular economy and the listing of enterprises which adopt circular economy,enhancing the coordination of credit policy,finance and tax policy. All these measures provide theoretical basis for the policy decision of the government and intellectual support for the development of the enterprises.
