NEW-GENERATION LIVING WITH FLOODS FOR ADAPTATION TO CLIMATE CHANGE
Adaptation to climate change imposes an extra burden to already urgent flood damage mitigation needs. Growing societal vulnerability due to population increase and economic development is the main cause of disaster increase and climate change is an accelerator. As the physical means alone can never be enough nor economically feasible for the intensified hydro-meteorological hazards, a strategy of living with floods is indispensable. However, it should be a new-generation living with floods rather than an old one that has long been exercised mainly in rural agricultural areas.
