RIVER RESTORATION PLANNING MODELS: FOCUSED ON URBAN RIVERS AND AMENITY WITH A CASE OF THE CHEONGGYE-CHEON, KOREA

As urbanization and industrialization have progressed in Korea, rivers and streams have been changed in their morphologies and functions in four or five distinct stages. Similar evolution stages of rivers can be found in different parts of the world. The first stage is natural stream where the environmental function of ecological habitat, selfpurification and aesthetics is active and the engineering function of flood control and water use is underdeveloped. The second stage is disasterprevention stream where the environmental function is degraded, while the engineering function is highly developed. Another type of the second stage is occupied stream where the stream itself is occupied by the urban facilities such as parking lot, highway and even covered with concrete for pubic space for street and housing. The third one is park stream, the stream converted or restored like a public park from the disaster prevention or occupied streams especially for the amenity enhancement of stream in the urban areas. The last one is ecological stream, the stream restored for ecological habitat from the disaster prevention or occupied streams or the streams ecologically degraded because of poor watershed and stream management. This kind of changes in the river management practice may be well found in Japan and some parts of China as well as in Korea, where the monsoon climate prevails and rapid urbanization have occurred. The monsoon climate usually causes flood control as the most important river management measure and the rapid urbanization caused many urban rivers to have been deteriorated ecologically and aesthetically.
