STUDY ON WATER RIGHT, WATER PRICE AND MANAGEMENT ABOUT WATER SUPPLY FOR HONG KONG AND MACAO REGION FROM PEARL RIVER DELTA
Hongkong and Macao are the special administrative regions of China. The acreage is composed of the peninsula and Lidao island of the Pearl River Delta area; As a result of no edelweiss ,canyon or large river, at least 70％ and 98％ water for fulfilling the special administrative regions is from the pearl river. The Shenzhen river is the border of Hongkong and mainland. The Qian shan river is the border of Macao and mainland. The Shenzhen river is a important river of the Pearl River Delta area, And the Qian shan river is a channel to sea in Modaomen Outlet.Due to the water shortage, the government of Hongkong ever send cars and ships to carry water in 1929.(also in 1963), actually the Shenzhen river and the outlet of peal river are polluted seriously The purifying capacity of the Qingzhou water plant in Macao arrived at 80～90 thousand m3/d in 1935, and the water resource is from the Qian shan river. Now the Qian shan river and Modaomen Outlet are already divided by man-made factor which are polluted seriously. Therefore ,the author consider that Hongkong and Macao both have the right to fetch water, which is water right.
