THE RESEARCH ON THE CoMPENSATION MECHANICS AND METHODS OF THE EFFECT OF TAKE-RETREAT WATER IN CONSTRUCTION PROJECT
Because of the exploitation of water resources involves many behalf parts，the construction projects hard to avoid negative influence between the third interest part and public in the process of take-retreat water.And Because of lacking the effective compensation mechanics of exploitation of water recourse in our country,water disputes are increasing daily, which seriously affects social stabilization and the sustainable development of economy.To water recourse argument work，the effect compensation are always blenched due to lacking reasonable schemes，the third part cannon get its reasonable compensation，which leave off hidden trouble in water disputes for construction project.The compensation problem has been the urgent puzzle in water recourse argument work.Aiming at characteristic of the take-retreat water influence compensation main body and object， the paper established three compensation mechanics，such as who compensates when he consumes water,who compensates when he pollutes water quality and who compensates when he destroys eco-environment.Three resuming mechanics are also established such as resuming water supply and demand balance， resuming water quality demand standard，resuming water environment and ecology demand. Finally,the compensation measures of take-retreat water influence for construction proj ects are given considering econom5 management and projects.The economy measures include the compensation of fee，government finance and water rights exchanging.The management measures include setting up compensation supervision system，perfecting finance transfer payment system，carrying out water affairs integrated management system，building wholesome law and code system and organization management system of influence compensation.The projects measures include carrying out compensation projects.The research is to providing available index for writing influence compensation schemes in water recourse argument work of construction proj ects，providing new ways for solving related water disputes，providing new ideas and new methods for enriching and developing water fights.
