MULTICRITERIA MODEL FOR THE GERERATION AND OPTIMIZATION OF ALTERNATIVE SCHEMES IN BASIN HYDROPOWER PLANNING EIA
Alternative scheme is the primary section in the EIA state.So the way to generate alternative scheme is the focus in EIA field.The study defines the content of alternatives of basin hydropower planning EIA(HPEIA),including the alternatives’generation about development pattern (single high stage dam or multistage dams) and the alternatives’ generation about development scale(dam height, installed capacity).The choice of normal water level suitable for basin environmental capacity is essence of the alternatives about HPEIA,namely according to the region environmental capacity and the restriction condition such as the allowed change rate of landscape, discreting the water levels and selecting the water level from them so as to reduce the impact on socioeconomic development from hydropower planning,as far as possible increases the generated energy,to reduce the migration quantity and submergence farming quantity.The multicriteria model of alternatives generating of HPEIA was built,whose objectives includes ecological landscape change rate,installed capacity,cultivated area-inundation,and resettlement population and decision variable is water level.The first objective function expresses by the maximum rate of change value in many landscape indices,the second objective function by the intalled capacity summation of multistage powerstation,the third objective function by the summation of the submergence different utilization type land area,and the fourth objective function by the expected value to decrease the submergence immigration quantity.The basic data of the above model is obmined by means of RS and GIS:(1)carry on the multinomial curve fiuing for the water level and its corresponding water surface based on the DEM model of the region;(2)divide the landscape type submerged by the reservoir;(3)decide the centralism population distribution scope in the map and gain the elevation value of centralism population region boundary characteristic by DEM model.Moreover,multicriteria particle swarm optimization algorithm,by which the non inferior solution set of the multicriteria model is made.is built combining particle swarm optimization algorithm and grey relational analysis.This method was tested in the hydropower planning alternatives-generating in Hei Shanxia reach,yellow river.The comparative analysis of the three optimal sequences was made,one is theoretical solution which correlation degree is maximum by model solving,the other is solution on the premise of intalled capacity maximum, and the third is practical solution that is consistent with the decision objectives.The result of the above analysis shows that the objective function of the multicriteria model of alternatives generating of HPEIA accords with the competitive principle.The solution of fitness value of multicriteria particle swarm optimization algorithm is suitable by the grey correlation degree due to the relative comparison as objective despite of the low grey correlation degree value.
