FRAME DESIGN ON THE APPLICATION OF RS AND GIS IN THE PROTECTION OF WATER ENVIRONMENT AND ECOLOGY FOR THE EAST LINE OF SOUTH-TO-NORTH WATER TRANSFER PROJECT

South-to-North Water Transfer Project is the strategic move to implement the water resource allocation of China. It is a great project, to solve the water shortage problem in north China, Huanghuahai plain, the upstream and middle reach of Yellow river, which can by no way be substituted at present. The project affects large areas and faces complex environment which is itself uncertain in many aspects. Water conservation before transportation, pollution cure before water diversion and environment protection before water usage are the basic requirements to this project by Chinese government.
