THE IMPLEMENTATION OF WATER RESOURCES CARRYING CAPACITY ANALYSIS METHOD IN INDUSTRY PLANNING STRATEGIC ENVIRoNMENTAL ASSESSMENT

Strategic Environmental Assessment(SEA)for industry planning,especially for the resources-based industries which have close relations with environment are required according to the law of environmental impact assessment,P.R.China.The concept,meaning, method and computational module of Water Resources Carrying Capacity (WRCC) have been investigated by many scholars since 1980’s.So far there is no implemental method for WRCC analysis in industry planning SEA.This implemental analysis method for WRCC in industry planning SEA based on summarizing the research methods of WRCC is introduced by the authors,with case study of long term plan of coal chemistry base in Huainan city, Anhui province.For the requirements to water resources while industry planning is making out are not only quantitative but also indemnificatory,the method is based on the equilibrium of supply and demand,the main and standy water resources are screened out. The calculation is carried out under the precondition of ensuring the healthy circle of ecosystem,whether the annual distribution of main water resources can satisfy the demand of guarantee rate of water supply for industrial planning in planning level year will be justified,the spare water resources will be analyzed if the main water resources could not satisfy the demand.The construction of spare water resources will be recommended if the spare water resources can satisfy the demand.The conclusion of regional water resources can not supply the planning industry will be drawn only if the spare could not satisfy the demand too,the industrial planning will be denied according to the analysis of water resources capacity in the environment impact assessment for planning.
