FLOOD MANAGEMENT OPTIONS IN A FLOODPLAIN COUNTRY

The flood management options have been critically reviewed and its effectiveness has been evaluated in a predominantly floodplain country,Bangladesh. The investigation shows that flood management in the deltaic plain of Bangladesh is quite complicated due to its flat topography, instability of the numerous alluvial rivers with their large discharge and sediment volumes.Management becomes even more difficult due to large population density and poor socio-economic conditions of the country.Bangladesh, being predominantly a floodplain country, has little prospect of effectiveness from quick application of so-called engineering solutions. The performance of engineering solutions has been mixed.Problems of flooding in Bangladesh will continue for a long time to come. For an effective flood management, emphasis should be given more on non-structural options. Moreover, flood management should be part of an integrated water management plan rather than being considered apart from the other issues of water resources development.
