DISCUSSION ON THE EMERGENCY MANAGEMENT OF DROUGHT AND FLOOD OF HUAIHE RIVER
The HuaiHe river basin is located in the transition area between the north climate and the south climate. The weather system is so complex and fluky that the flood and the drought is very frequently, threatening peoples lives and property and baffling the economic development in the basin. How to achieve the purpose of flood control and disaster reduction efficiently in the basin is a problem that the department of flood control and government in the basin have been studying and discussing during many years. In 2003, the flood occurred in HuaiHe River. Under the command of HuaiHe River Flood Control Headquarters, the flood control departments at all levels in the basin cooperated to defended the flood which is next to the flood in 1954 successfully, which introduced the work styling and mechanism of Emergency Management of Drought and Flood into flood control and drought relief work. By the building during the last few years, Emergency Management of Drought and Flood of HuaiHe River has made considerable progress. Based on Huaihe River Flood Control Headquarters and other Flood Control and Drought Relief Headquarters at various levels, Huaihe River command system has been established, which is under united command and responsible for the work level by level, responding rapidly and cooperating each other and operating efficiently. Flood Control and Drought Relief Headquarters at various levels in the basin has made the flood control and drought relief preplans within areas under their jurisdiction, established response mechanism by level and defined response action. Furthermore, water, rainfall and engineering information collection system converging all basin has been established so that it can offer water, rainfall and engineering warning information, which contributed a lot in the flood control and drought relief. With the rapid economic development in the basin, the request that the people in the basin of the ability to prevent the flood and drought is increasing. Carrying out the Emergency Management of Drought and Flood is the important method to increase the ability to prevent flood and drought of the government. We should always improve the Emergency Management of Drought and Flood to meet the requirement of people.
