摘要：

The west route of South-to-North Water Transfer Project is still under further study. There are still various problems and issues that need to be clarified and intervention measures need to be identified and assessed.This paper reviewed the characteristics，social and environmental problems and issues and discussed possible interventions for further study before determining its scale of the project.
