APPLY SEDIMENT BUDGET ON CRITERIA MODIFICATION OF DEBRIS FLOW OCCURRENCE
On September 21st,1999,the Chi-Chi Earthquake with ML 7.3 magnitude severely damaged central Taiwan and caused many landslides. After the earthquake, debris flow frequency and magnitude were increased rapidly over subsequent typhoon seasons. The purpose of this paper is to analyze the criteria of debris flow occurrence, and the relationship between the criteria variation and sediment materials in the debris flow catchments. The criteria is evaluated using the rainfall intensity and accumulated precipitationindices. The results show that the criteria of debris flow occurrence became lower quickly after the earthquake, but gradually recovered. Following the field monitoring data, the recovery is related to the sediment materials in the catchment. With the increase in sediment materials, the criteria lowered rapidly.Conversely, with the decrease in sediment materials, the criteria recovered gradually over time.Furthermore, this research develops the Sediment Budget Model to evaluate the amount of sediment materials, and analyzes the relationship between the criteria and sediment materials. The fitting curve presents an exponential function. The criteria can therefore be modified using this relationship. This result shows that the Sediment Budget Model takes advantage of reducing the time and cost consumed in filed surveillance, and improving the sediment estimation when modifying the warning criteria.
