Key Performance Indicator Analysis of Chinese Governments’ Official Web Portal: An Ezploratory Study
Governments’ official web portal is an important aspect of e-Government. Using the performance evaluation data of Chinese provincial and prefecture government’s official web portal, we analysis the key performance indicators from 2005 to 2009. From the evolution of the evaluation score distribution, it shows that the average performance level of Chinese governments’ official web portal increased significantly. There is only one peak of the score distribution in 2005, while it becomes two peaks in 2009. That means the improvements of government’s official web portal are not synchronized. The governments’ official web portals of big and coastal cities improve faster than those of other cities. By sub-sample analysis of the two groups, it shows that public information and website usability are more important than the citizen attendance and online process. Based on the conclusion, we suggest Chinese government should pay more attention to website usability to keep the web portal reachable. The government should also keep information update quickly on its web portal.
