摘要：

Policy-directed development of competent professional resources in western China plays, both theoretically and practically, an important guiding role in the development of competent professional resources in western China, the development of the economy and the society. Policy-directed development of competent professional resources in western China ensures, in the form of policies, the cultivation and utilization of competent professionals. It, primarily composed of the formulation, implementation, supervision and regulation of policies on competent professional, is the formulation, implementation and supervision of policies concerning the cultivation, utilization, employing and flowing of competent professionals in western China.
