The Model Analysis of the Power Industry Regulation
Through the study of the regulation model of power industry within the framework of two regulators, research shows that, in the condition of noncooperation between regulators, the whole effect of regulation is worse than the one in the condition of cooperation; besides, the difference in the order of decision-making of regulators also influences the effect of regulation. In view of the fact that the regulators cannot achieve the cooperation automatically, it is expected to establish a highlevel organization to coordinate the efforts of regulators in power industry in order to reach a higher level of regulation.
