The overall quality of the agricultural labor force will directly affect the speed and quality of Chinas agricultural modernization. Because the overall quality of Chinas agricultural labor force is low and does not meet the needs of agricultural modernization goals, we must take active measures to continuously improve the cultural quality, technical quality, information quality, legal ethics and human qualities of the farmers as soon as possible and to cultivate and foster the new educated and skilled agricultural labor force that will operate.
