Research on the Environment of Talented Persons Development Under Current Predicament

摘要：

The environment of talented persons development under current predicament is the sum of all the external conditions, which causing effect to talented persons development, in the context of building a moderately prosperous society. The conditions mainly include policy environment, education environment and utilization environment in talents resource development. Policy environment is the external policy factors affecting the growth and development of talents. Education environment is the external educational factors affecting the degree and level of development of talented persons resources. Education and training plays a major role in the growth of talents. Utilization environment is to modify talents qualifications and abilities in the process of creating social wealth, with utilization and management as its main function. Collectively, the 3 sub-classes of environment constitute a major environmental system for talents resource development.
