Discussion on the Fiscal Policy on Promoting Low-carbon Economy Development in China

摘要：

Developing the low-carbon economy is the fundamental way to addressing the contradiction between climate change and economic development. However, there exist being financial shortfalls, although important, constraining the development of Chinas low-carbon economy considering its characteristics. For China, it should take measures to promote low-carbon development such as increasing governmental financial input, improving governmental procurement structure, adjusting and perfecting the existing tax policy, introducing carbon taxes, offering incentive policies, etc.
