Application of Value Engineering in Project Bid Decision Based on Quality House
Using the Quality Function Deployment(QFD) in the course of project bidding. According to the bidding documents content, a House of Quality(HOQ) model of customer satisfaction is established. The methods are utilized in this course include questionnaire survey law, analytic hierarchy process (AHP), O-four law, tabulation analysis law and so on. Basing on the seven structural elements of HOQ, bid proposal is analyzed qualitatively, and key measures are determined. Finally, partial functions are valued by Value Engineering (VE) for optimizing bid proposal and increasing rate of success winning a bid.
