The Internationalisation of Malaysian Contractors: The Inhibitions and How the Government can Help Overcome Them
Over the last decade or so, the Malaysian government has been encouraging local contractors to venture into international markets. On their own, Malaysian contractors have been pushed to engage in international markets due to increased local and foreign competition, as well as rapid technological development and change. A nationwide study was conducted to examine the internationalization of Malaysian contractors. Data was collected through postal questionnaire survey and follow-up interviews. The list of Malaysian contractors which have either gone, or are interested to go, overseas was obtained from the Malaysia Construction Industry Development Board (CIDB) whose responsibilities it is to promote Malaysian contractors overseas through market-opening initiatives such as trade delegations and match-making with foreign contractors. Out of 104 contractors that were approached, 19 responded to the survey. The response rate was 18.3%. This paper presents the part-finding which examined why Malaysian contractors refrained from going overseas. The findings show that bureaucratic procedures in host countries, shortage of qualified and capable staff and the discrepancy of standards and regulations abroad as the three main reasons why Malaysian contractors preferred to avoid foreign markets. The measures which should be taken by Malaysian government to assist those who have not gone overseas are deliberate in this paper. The surveyed contractors argued that the political masters should demonstrate leadership in the internationalization process. The government agencies should also conduct more training to equip the contractors with sufficient knowledge (e.g. know how to obtain loans, how to acquire information about the international markets and opportunities) before going overseas, and provide a one-stop centre to resolve contractors’ internationalization issues. The findings were presented to CIDB as an input to the Malaysian government’s future planning for the internationalization of Malaysian contractors.
