Developing and Maintaining Trust between Contractual Parties for Disaster Restoration and Reconstruction

Developing an atmosphere of trust among parties who are collaborating to recover from a major disaster can be challenging. Personalities who have not previously worked together typically require time to develop the mutual understanding and interpersonal bonds that enable them to work together with greater efficiency and effectiveness. This paper examines some mechanisms and techniques that may enhance the development of productive harmony among the contractual parties to disaster restoration and reconstruction. Restoration and reconstruction lie within the recovery phase of disaster-related operations. They begin after the immediately threatening situation is stabilized and emergency operations such as rescue efforts subside. Although portions of the disaster recovery milieu remain almost as stressful as the emergency response, due to uncertainties and time constraints, the stress level decays to that of more typical construction work in the weeks after the region is stabilized. Even then, the nature of recovery work can create special circumstances and challenges that are uncommon with construction projects delivered under customary conditions. Developing and maintaining trust among the project parties is always advantageous, but doing so can be even more important for restoration and reconstruction work.
